Crumble the paneer well. Wash and finely chop the spinach and mashed potato. In a bowl, take all the ingredients along with the flours. Mix well to get a smooth dough.
Ensure the tikki mix is not sticky
Heat a pan with little oil. take a ball sized vegetable mixture, and roll cylindrical shape. Finally dust them well on bread crumbs.
Place on the hot pan, sprinkle few drops of oil. Cook on low flame for the tikkis to get cooked well.
Flip to the other side when it is done.
